Background
Mr. Parker served as Senior Enforcement Counsel for the United States Environmental Protection Agency. He has represented the United States in a number of matters involving hazardous waste sites and negotiated several Consent Decrees.
Mr. Parker has represented clients before EPA, the Massachusetts Department of Environmental Protection, and other state DEPs on numerous occasions regarding Federal and State Superfund, the Clean Water Act, RCRA, EPCRA, Clean Air Act, the Wetlands Protection Act, the Massachusetts Water Management Act and Safe Drinking Water Act. He has transfered over 500 federal, state and local permits for several significant corporate transactions and has overseen countless comprehensive due diligence activities. He also provides environmental advice on site cleanup liability, private cost recovery actions, including Brownfields issues and environmental insurance. He has significant expertise regarding waterfront land use regulation and development. He serves as corporate counsel to various businesses and represents several condominium associations.
Mr. Parker has negotiated several significant retail leases, commercial purchase and sales agreements, and financing agreements.
